Cambodia has been trying to adopt policies focusing on equality and right of PWD in society.  Disability legislation was drafted and revised for years, but the draft of disability legislation is still in the hand of the Ministry of Social Affair for further consideration and action before submission to the Council of Ministers then to the National Assembly and Senate for legislation.

Community Based Rehabilitation (CBR) is a strategy for Rehabilitation, Equalization of Opportunities, Poverty Reduction and Social Inclusion of People with Disabilities.

CBR program has been working in the following areas:  Phnom Penh, Kandal, Takeo, three districts in Kompot and three districts in Kompong Speu. The services we provided are:  rehabilitation, medical referral, loan or grant provision, Cow Bank, emergency relief to poorest client, education support to blind children, disabilities awareness raising and clients meeting.

The following are the activities that have been carried out during the year:

• Rehabilitation Services provided appropriate training such as
  • Orientation and Mobility Training
  • Developing and improving Daily Living Skills
  • MDS
  • Social Skills
  • Vocational Skills and
  • Leadership training.
• Medical Intervention towards avoidable blindness and other disabilities prevention
• Provision of loan or grant after training to promote income generation activities thus giving opportunities for disabled person to contribution to the income or survival of the family and improve capacities of family to support themselves.
• Emergency relief for extremely poor clients, such as for food, shelter, health care, education for children, etc.
• Support for children to study at blind school (Khrousar Thmey School)
• Networking and collaboration with other agencies to coordinate referral for medical cases
• Human power Development within the project – Trainings/Seminars
